Remove requirement of linux-glibc-devel >= 5.16 for devel package They're no longer needed since libbpf v0.7, which includes commit 8404d1396c "libbpf: Define BTF_KIND_* constants in btf.h to avoid compilation errors" that defines the constants that used to be missing.
