Required to update frr to 8.4:

Updated to the libyang package in openSUSE:Factory.

The patches for the following security issues are for the affected
libyang versions <= v1.0.225 in SUSE:SLE-15-SP3:Update only:
  CVE-2021-28906,bsc#1186378
  CVE-2021-28902,bsc#1186374
  CVE-2021-28903,bsc#1186375
  CVE-2021-28904,bsc#1186376
  CVE-2021-28905,bsc#1186377
and do not affect later libyang (2.0.x here) versions.
They are not listed on the openSUSE:Factory package changes file as
it were using a newer/unaffected version already before the patches
have been applied to the package in SUSE:SLE-15-SP3:Update.
