New package python3-dbus-python which is actually a renamed version
of python-dbus-python from SLE-15:Update, so it also
builds for python 3.6 (required by jsc#PED-7127 and jsc#PED-6165)

bugowner: group:python-maintainers

- Rename package to python3-dbus-python and rename the
  python-dbus-python-common-devel package to
  python3-dbus-python-common-devel so the Requires in
  python3-dbus-python-devel can be resolved correctly.
- Add a conflict to python3-dbus-python-common-devel so it's clear
  it has a file conflict with python-dbus-python-common-devel
  (the python311 flavor equivalent)
