  XKBOPTIONS) variables if available in /etc/vconsole.conf, i.e.
  no longer overwrite keyboard settings if anybody used
  "localectl set-x11-keymap" himself; fixed "check systemd mapping"
  if KEYMAP_TOGGLE has been set (boo#1209594)
