SIP tool to use python sip bindings - legacy version 4
SIP is a tool that makes it very easy to create Python bindings for C
and C++ libraries. It was originally developed to create PyQt, the
Python bindings for the Qt toolkit, but can be used to create bindings
for any C or C++ library.
This package provides the legacy version 4 of the SIP tool

- Add %{?sle15_python_module_pythons} to build with python 3.11 * With python311_frame.patch this package won't work with python 3.6, on Leap 15, this should've build with python 3.11, a python 3.6 build of python-sip4 was provided by python3-sip4 package (related to bsc#1222203)
