Extension of Params::Validate for using Moose's types

This module fills a gap in Moose by adding method parameter validation to
Moose. This is just one of many developing options, it should not be
considered the "official" one by any means though.

- update to 0.16
- The validated_list and validated_hash functions now accept the values to
be validated as both a hash and a hash reference.
- Add MX_PARAMS_VALIDATE_ALLOW_EXTRA which allows extra parameters in
validation calls (like allow_extra for Params::Validate).
- Converted to Test::Fatal.
