PyGiNaC is a Python package that provides an interface to the C++ library

* Rename devel pkg to be consistent with python devel pkgs (pyginac-devel -> python3-pyginac-devel).
* Correctly use python-rpm-macros to make specfile python-flavor agnostic (albeit while building only for python3).
* Fix devel pkg dependency on python-pyginac.
