Gives a fake chroot environment

fakechroot runs a command in an environment were is additional possibility to use
chroot(8) command without root privileges. This is useful for allowing users to
create own chrooted environment with possibility to install another packages
without need for root privileges.

- Add -Wno-error=implicit-function-declaration to optflags to work around a bothched configure result and allow buiding the package with GCC 14. [boo#1229277] See the bug for more details. If the request is OK, please forward it to Factory soonish too so that the package is ready when the default compiler is switched.
