Update to ettercap 0.8.3.1 Plus a number of lint fixes, including split of devel package

Hi Bastian, I believe that the package has a well known bug: https://github.com/Ettercap/ettercap/issues/985 The program can't take over the host list: ""0 hosts added to hosts list". So it can't work properly. I don't know if it's possible to fix this bug. Thanks in advance!
