Reverted to rev#11; because binaries compiled with mingw32 uses newer Windows (Windows vista or later) API, it blocks working on older Windows.

Just a reminder for me: currently, binaries running on Windows is not built from source code. They are simply copied and added from nsis-*.zip instead (even though mingw is included in Tumbleweed). This is because built binaries using mingw cannot be run in old Windows (XP or earlier); newer Windows API is required to run.
