support, conversions for many character sets, language sensitive
collation, date and time formatting, support for many locales, message
catalogs and resources, message formatting, normalization, number and
currency formatting, time zone support, transliteration, and word,
line, and sentence breaking, etc.

- Drop installing icu-config to fix error: icu-config: Can't find /usr/i686-w64-mingw32/sys-root/mingw/lib/icuuc.dll - ICU prefix is wrong. - Remove unexpected soversion from import library file names - Add patch * icu4c-61_2-fix-pc-files.patch - Update patch from mingw64 variant * icu4c-61_2-add-lib-prefix-to-dll.patch
