Disabled LTO to make it build in Tumbleweed Not sure whether this is the best possible fix, but it worked in the branch.

The source has moved to here https://github.com/sctplab/usrsctp - Latest release is 0.9.3 (8 Apr 2016). Possible blocker https://github.com/rawrtc/rawrtc/issues/68 (gcc 7.1; fails to build)
