- Add pitivi-Support-python-3.8.patch: Support building against python 3.8. (forwarded request 789670 from dimstar)

The new version of Pitivi 22.06 requires gst cvtracker to enable object tracking and this is not available in Tumbleweed or any other repo... Probably should be part of gst bad plugins. For the new Beat detection feature it also requires the python librosa, so maybe that should be added in Recommends?
