If you want to install third party modules using distutils, you need to
install python-devel package.

- build with -DOPENSSL_LOAD_CONF so python honours the system's openSSL configuration if any, allowing it to benefit from openssl ENGINE functionality. (forwarded request 199755 from elvigia)
