The Transparent Inter Process Communication protocol allows

- Update to version 3.0.6 * tipc-config tool is not longer maintained from v 2.2.0. this is replace by tipc tool in iproute2 package. * New font-end tool: tipc-trace, allows tracing TIPC by means of the TIPC trace_events in kernel. * Add tipc-link-watcher bin, which monitors the tipc link status and reports in foreground mode. - spec: force autoreconf for autogenerated file from tarball if libtool not at correct version - Add build requires: libmnl-devel - run "make clean" as current tarball contains binaries.
