SSH scp module for paramiko

The scp.py module uses a paramiko transport to send and receive files via the
scp protocol. This is the protocol as referenced from the openssh scp program,
and has only been tested with this implementation.

- update to 0.13.6: * Fix put when the source directory has a trailing slash. It will now work similarly to rsync, copying the contents of the directory.
