Add ligo-lw-python3.12-compat.patch: Change `PyObject_HEAD_INIT` to `PyVarObject_HEAD_INIT` for compatibilty with python 3.12 and GCC 14 (https://git.ligo.org/kipp/python-ligo-lw/-/issues/29).
