Testing of sleuthkit-devel shows it has significant API changes that require changes in dependent apps. Per "osc whatdependson" no packages in security or factory yet depend on sleuthkit, but I wanted to get the changes file updated to highlight this potential breakage for users who may build against sleutkit-devel. (forwarded request 186267 from gregfreemyer) Also fixed changes file format
