New curses Libraries

Edit Package ncurses

As soon as a text application needs to directly control its output to
the screen (if it wants to place the cursor at location (x,y) then
write text), ncurses is used. The panel and the forms libraries are
included in this package. These new libraries support color, special
characters, and panels.

Revision 233 (latest revision is 277)
Dominique Leuenberger's avatar Dominique Leuenberger (dimstar_suse) accepted request 1066746 from Dr. Werner Fink's avatar Dr. Werner Fink (WernerFink) (revision 233)
- Add ncurses patch 20230218
  + configure-script improvements:
+ recent msys2 headers work with _DEFAULT_SOURCE; amend check
+ use $ac_includes_default in most cases where stdlib.h should work
+ use #error consistently vs "make an error"
+ add configure macro for gettimeofday vs inline check
- Correct offsets of patch ncurses-6.4.dif

- Add ncurses patch 20230211
+ set dwShareMode in calls to CreateConsoleScreenBuffer() (patch by
    Hannes Domani).
+ use CreateFile with "CONIN$", "CONOUT$" rather than GetStdHandle to
obtain a handle on the actual console, avoiding redirection in the
MinGW/Win32 configurations (adapted from patch by LIU Hao).

Is it possible to retrigger build and republish all the packages that claim to buildrequire ncurses-devel ? PCRE posix is still infecting a sizeable amount of packages and those will likely crash under some circumstances as they expect regcomp from glibc and not from pcre.
