programming language features to GNOME developers without imposing any
additional runtime requirements and without using a different ABI
compared to applications and libraries written in C.

- Fix descriptions so they actually describe subpackages. - Have the -devel package provide libvala-devel: this allows consumers to require libvala without version constraints. They will still have to follow the API changes though.
