* no external dependencies within libproxy core (libproxy modules
may have dependencies)
* only 3 functions in the stable external API

Update to GNOME 45 (jsc#PED-5835), sync with Factory - Do not use %elif by now since SLE, Leap does not have an rpm supporting the tag. - Drop pkgconfig(libsoup-3.0) BuildRequires: no longer needed.
