Management tool for PostgreSQL

Edit Package pgadmin4

pgAdmin 4 is a rewrite of the popular pgAdmin3 management tool for the PostgreSQL
(http://www.postgresql.org) database.
pgAdmin 4 is written as a web application in Python, using jQuery and Bootstrap
for the client side processing and UI. On the server side, Flask is being utilised.

Although developed using web technologies, we intend for pgAdmin 4 to be usable
either on a web server using a browser, or standalone on a workstation. The
runtime/ subdirectory contains a QT based runtime application intended to allow
this - it is essentially a browser and Python interpretor in one package which
will be capable of hosting the Python application and presenting it to the user
as a desktop application.

Revision 2 (latest revision is 4)
Daniel Mach's avatar Daniel Mach (dmach) committed (revision 2)
Update pgadmin4 from 4.30 to 8.2 (jsc#PED-7230)

The following patches have been removed on purpose since they were
never part of the obs timeline and were directly included with
version updates:

* 0001-Fixed-an-issue-when-uploading-a-CSV.patch
* 0002-Ensure-that-upload-paths-are-children-of-the-storage-directory.patch
* 0001-Fixes-a-redirect-vulnerability-when-the-user-opens-the-pgAdmin-URL.patch
* 0001-Ensure-that-the-authenticated-users-cant-access-each-other-directories.patch

There are three new packages:

system-user-pgadmin should be released together with the
main pgadmin4 package.

pgadmin4-desktop provides a tool that allows to run pgadmin4 as a
regular user from the desktop and shows a system tray icon
so it should probably go to SLED but it's be safe to release
it together with the main pgadmin4 since I'm not sure if SLED
would be missing some postgresql dependencies.

pgadmin4-cloud should go to PackageHub for now since there are
missing dependencies in SLE. Once all required packages
are available in SLE, it can be released together with pgadmin4.
