- Remove tcpd-devel from buildRequires and mod_wrap. support for tcp_wrappers style /etc/hosts.* is provided by mod_wrap2_file instead, the latter does not require tcpd. (forwarded request 227497 from elvigia)

Is there a reason why the project is tracking the 1.3.5e release versus the 1.3.6 branch which is now stable? http://proftpd.org/docs/RELEASE_NOTES-1.3.6. Thanks.
