sysconfig: fixed netconfig modify calls in ppp/ip-up
This update fixes the following issues with sysconfig:
-bnc#872689:
+ ppp/ip-up: fixed netconfig modify calls
+ The global config file now explicitly sets the NETCONFIG_VERBOSE variable to yes/no, what breaks the netconfig call from ip-up using it to pass a "-v" as a command line option
