This update for virtualbox to version 5.1.28 fixes the following issues:

- boo#1060072: virtualbox drivers vboxdrv did not work if virtualbox-qt was not installed
- Also the libqt binaries are now now longer required on headless installs.
- support kernel 4.14.x API
