There is an ongoing project with changing perl packages version numbers: https://github.com/openSUSE/cpanspec/issues/47 .
The progress is slow and packages are broken. Munin requires perl-CGI-Fast, which is not submitted to Factory: https://build.opensuse.org/request/show/1185330 .
