This depends on WebEngine, so needs an ExclusiveArch line to not attempt to build on ppc64 etc.

github is just a mirror while invent.kde.org is the canonical location, so if there aren't any full releases on download.kde.org or similar, you could use https://invent.kde.org/office/ghostwriter/-/archive/%{version}/%{name}-%{version}.tar.gz

No, never do that. KDE sysadmins are very displeased when archives are downloaded from the git servers.

In this case we don't have any official released tarball yet, do we?

Not since the project was incubated. https://community.kde.org/ReleasingSoftware describes the steps to create a release.

and since ghostwriter will be part of the release service, this howto will be unneeded soon.
