this timezone update breaks the test suite of ruby 3.1 (at least); can you please validate if the fault is timezone or ruby's test suite?
"Update to past DST transition in Colombia (1993), Singapore (1981)" sounds like made exactly to break ruby's testsuite :)
Testsuites testing variadic behavior is never going to fly.
I guess nobody considered timezone information of the year 1981 as 'variadic' in 2022
Let's see what upstream says: https://bugs.ruby-lang.org/issues/19187
For now I disable the test
