That change is sub-optimal - as Requires: openssl(cli) no longer is controlling the default through the openssl meta package

In 2019 before openssl-3 even existed as a OBS package, both openssl-1_1 and libressl offered "openssl(cli)".
So openssl(cil) never was meant to be an indicator hey i'm the default. If that changed, please make sure to change it consistently.
