half the changelog is useless. If there is no information, then what's the point of even mentioning 0.2.0...
IMHO it is better to explicitly mention that there is no changelog. Leaving out the versions looks like someone was just too lazy to add the versions.
Ah I see, you wanted to express what could be shortened to “upstream was lazy for every release”.
