- Change multibuild flavors to build a client library

actual work. The split is needed to break up build cycles with

libproxy1-config-gnome3, libproxy1-config-pacrunner,

we can - I have been running this version of libproxy on my machine for a while already, but with a very simple proxy config (no proxy)
I'm content with you have been running it for a while, even though not with a proxy. Actually I don't have a proxy to properly test it, either. So, let's keep this moving.
