Hi @jsegitz libselinux is a package from the ring0 of opensuse, the group of packages that needs to be built and exist first. This means all the new binding packages you have added here will need to exists previously as well. So this SR can't be accepted. The first option that comes to my head is split the source and package the bindings in a separate devel project?

How was this ever bootstrapped then? Is that maybe the reason for the separate spec files that existed previously?
This was bootstrapped because its BuildRequires were already contained in ring0: https://build.opensuse.org/project/show/openSUSE:Factory:Rings:0-Bootstrap
For your second question, I don't have previous experience with this package but I'm guessing the answer is yes.
