There was a misunderstanding in the SR sent to the devel project

in the past, the counter sync was configured as pkg metadata (and it was enabled on the linked python-semanage package)

We want to get rid of having this info as part of the metadata, but rather have it in the spec (if sync is requested)

so ADDING the tag enabled the counter sync (Adrian submitted this as the pre-multibuild package had the sync enabled); if the sync is not needed, then the tag in the spec is not needed (default)

Taking into account that you accepted the SR with 'sync is not needed', this speaks clearly for a misunderstanding. In this case, I suggest you revert this change again
