Atlas sole purpose is to build Nim. Actually, I'm not sure why it is not included in the nim tarball itself (as it was before).
I think you mixed up Atlas with Koch (a tool used to build various parts of Nim).
Atlas is a package cloner(manager) with support for isolated workspaces. I believe, it is supposed to replace nimble as default package manager in future, but is not ready yet.
