Repair snapper root configuration not being installed

I suppose it is setting the default to false, though in my image it would always set it to false (before the patch): https://build.opensuse.org/package/show/home:crameleon:branches:openSUSE:infrastructure:Images:15.5/jeos - possibly something specific to my configuration.

Maybe the inclusion with

doesn't work?

FWICT the current code works as expected. On images which have kiwi_btrfs_root_is_snapshot set to true, it's created. On others (the `Cloud` flavor), it's not.
