Looks good to me. But can you explain why we need pkg-config and pkgconfig? What is the difference between these two and would one be sufficient?

pkg-config is the tool that handles pkgconfig files , might not be needed.,. hmm

pkgconfig(icu-uc) translated to one of the icu development packages. In SLES we have now have 3 different icus, the use of this macro allows us to pick the most modern one, even if nots named libicu-devel (but libicu73_2-devel)

Btw, there are newer gnustep-base releases, not sure if you saw

What do you mean by newer releases of gnustep-base? I am one of the maintainers of GNUstep and hopefully I should be aware of releases. But there hasn't been any release since base 1.29.0.
