I want to submit (and maintain) this package to editors.
The package is there to unify the packaging macros for Emacs packages.

+ are you sure we need new underscore macros? what about contact emacs maintainer ?

The package 'home:Thaodan:emacs/emacs-packaging-macros' has been removed
The package was originally written by Bernd Wachter but I improved it further.
I want to add this package to submit more emacs packages to editors. Notably packages such as pdftools and emacs-libgit.

having such macros as part of emacs package would imo make more sense, also as @mimi_vx pointed out the current spec file does not meet openSUSE packaging guidelines
