Use crun on Tumbleweed & ALP for WASM support

The changelog feels a bit misleading, it makes it seem like we are switching to crun automatically for ALP and TW, but afaict that's not the case unless we configure containers.conf (even that doesn't differentiate between WASM and otherwise).

We don't set anything in containers.conf, thus podman will default to crun over runc.

FTR I have no objection to this submission and would like to merge it, on the grounds of being more aligned with upstream Podman

But, as Dan and Danish are the package maintainers and there is debate here, I will not merge unless either Danish states his agreement, or this comment of mine goes unanswered for some days :)
