I doubt openmpi4 is the default for Leap 15.4 ...

Possiblly not - but it's available. Since these changes only matter to packages in Factory/TW and since, this removal will matter only to those Leap 15.4 users who pick packages from the latter. Upstream has marked the openmpi 3.1 as retired with the last version released in 2020. Could you explain where you see the issue?
