Switch to Tumbleweed base image due to
- yamllint being broken on Leap (missing pkg_resources dependency)
- jsonschema being outdated on Leap (missing referencing dependency)

Tested bin/test_validate.sh with this new build, runs ok, except for test_logrotate.sh, which should imo be removed anyways.

Only the first one is a bug:

The second one could be mitigated by refactoring our scripts to some older logic, but I do not want to learn how it was done in the past. :-)

I didn't expect two bugreports in one SR :-/

Please report these Leap issues in bugzilla (unless you already did).

Anyway, I'll accept the SR so that we get a working validation setup.
