early when the version of other libraries do not match the

The current state in tumbleweed seems to have non matching versions so that you can install mailman 3 but it doesnt really run. which is a blocking stone in the opensuse datacenter migration. To fix this we updated packages and also added code that - if maintained - will ensure that we have runnable packages when installed.
