This is an update that will be used for SLE15-SP6 (will be copied to IBS and submitted there as soon it's accepted on Factory).
Regarding this error: pcp-devel.x86_64: E: no-library-dependency-for /var/lib/pcp/pmdas/sample/../../../../../usr/libexec/pcp/pmdas/sample/pmda_sample.so The package misses dependency on a library package that provides the shared library. pcp-devel actually is the package that provides /usr/libexec/pcp/pmdas/sample/pmda_sample.so, so the error is moot (not really a problem).
I used the API/ABI compatibility check tool to have more data on backwards compatibility, it should be perfect as an upgrade from 5.2.5.
When I was originally submitting this request to Base:System/pcp, I set my home project to build for:

SLE15-SP6
Factory/standard
It successfully compiled for all these different code streams, including various architectures in the case of SLE15-SP6 (x86_64, i586, aarch64, ppc64le, s390x).
