as you wish.. just be preapred for this to cause trouble entering Factory until upstream fixes their infra:

https://ftp.rpm.org - as specified in the spec file - has an invalid certificate
http://rpm.org/download.html advertises https://ftp.osuosl.org/pub/rpm/releases/rpm-4.19.x/rpm-4.19.1.tar.bz2 as download-target (with a valid certificate)

oh - I forgot: the certificate presented on https://ftp.rpm.org states

CommonName: *.osuosl.org

SubjectAlNames lists osuosl.org and *.osuosl.org
