I'm fine to drop these php7 modules from Backports/Leap, but please note that Leap will ship php7(and other SLE built php7 modules) still, they're came from SLE and shipped via SLE15 legacy module.
php7 is only in the legacy module. imho that should not be included in leap, but that's a discussion for some other place. I still suggest to not add to the "legacy" by providing additional legacy over the legacy module.
