Sorry, we (as Python maintainers) decided few years ago that we should be careful in what new packages we accept, because it brings us extra work. Could you please give me some reason why we should include it in Factory (for instance "needed by new version of something", "is really popular (lots of stars on PyPI)" etc.)?

This is needed for python-ocrmypdf for which have also made an request. And ocrmypdf is needed for other packages.
