@deneb_alpha, not really. As you can see 2023.12 is already in the changelog, but it seems the change on the spec was missing.

In fact, since this package was not released, I'd just bump the spec without any changes to the .changes file.

what I meant is that the .changes got the bump previously, but the spec file missed the update. but in the previous SR Raúl touched the date of the .changes by mistake
