- Make restart behavior an admin decision:
- drop feature-suse-refuse-manual-start-stop.patch
- introduce 2 new subpackages:
dbus-broker-allow-restart
dbus-broker-block-restart (default to reflect the old patch
behavior)
one of the 2 packages is required and leaves the admin the
choice if they want to be able to restart dbus-broker without

Everything finally built but there are two issues with the openQA tests:
This one needs some research.

In terms of
Jan 18 13:32:18.050718 localhost.localdomain dbus-broker-launch[726]: Activation request for 'org.freedesktop.nm_dispatcher' failed.
That test is running wicked rather then NetworkManager so i'd expect it to fail. it seems most likely that dbus-broker is logging something here that dbus was not. I'm not sure what is requesting that nm_dispatcher is started.

The test runs NM (no sign of wicked in logs) but seems dbus-broker wants to activate(??) NM dispatcher when NM is shutting down as systemd is reloading (from a time change)
