I believe it would make more sense to create a Frameworks6, just for tidiness since Frameworks5 also contains Plasma 5 which, unlike KF5, is not cleanly co-installable with Plasma 6.
I would prefer KDE:Frameworks to match KDE:Applications. then the future maintainers won't have to think about it
