The reason was that a changelog entry without the changes entered by mistake in the previous bunch. This was the only way to get it through the bot. The reason the submission was without the changes was a bug in spec-cleaner that was reverting the changes https://github.com/rpm-software-management/spec-cleaner/issues/319
https://build.opensuse.org/package/rdiff/openSUSE:Factory/cdi-api?linkrev=base&rev=7 is the submit. It had some cleanup so it was not empty, but the %patch -P N was reverted by spec cleaner. My bad that I did not look at it, just built it before submitting.
