In early time, I heard that the translation should not fix in the patch, it is maintained by package team, and they use a Weblate to manage it. But in the case you backport po update, Does that mean people can do the similar action already?

Backporting fixes from git is always a good idea. Just like updating the version, getting new Po files is no problem.
All those translation macros have long been removed - like the lang bundle packages too
And: for TW this was not ever a real thing, as the base moves way too fast
